Virginia Sends Swift Water Rescue Teams to Aid Texas After Catastrophic Flooding
RICHMOND, VA — In a show of inter-state solidarity, Virginia Governor Glenn Youngkin has announced the deployment of two Swift Water Rescue Teams to assist with disaster response in flood-ravaged areas of Texas.
Rescue Teams Dispatched from Bristol and Virginia Beach
Governor Youngkin confirmed that Type III rescue teams from Bristol and Virginia Beach were sent to Texas on Monday, July 7, 2025, as part of coordinated recovery operations. These teams are specially trained to handle high-risk water rescues and equipped with gear designed to navigate floodwaters, locate stranded individuals, and provide urgent medical care.
“We stand in solidarity with the people of Texas,” said Youngkin. “We are committed to offering any and all support requested during this critical time.”
Catastrophic Flooding Across Texas Prompts Emergency Response
The call for help came following historic flooding across parts of Texas, which has left homes submerged, roads impassable, and communities isolated. The Texas Division of Emergency Management requested assistance through the Emergency Management Assistance Compact (EMAC) — a mutual aid system that allows U.S. states to mobilize and share resources during disasters.
Virginia’s rescue crews are expected to work side-by-side with local Texas emergency teams to:
-
Perform swift water rescues
-
Help with search and recovery operations
-
Deliver emergency supplies
-
Provide technical expertise in rescue logistics
What Is EMAC and Why Does It Matter?
The EMAC system ensures that states can efficiently respond to crises that exceed local capacities. It provides a legal and operational framework for cross-state deployment of personnel and resources, avoiding bureaucratic delays during time-sensitive emergencies.
More about EMAC can be found at the official EMAC site.
Political and Public Support for the Effort
Virginia residents, emergency management officials, and national leaders have expressed strong support for the humanitarian deployment.
-
Social media users praised the move, calling it “true leadership” and an example of “how states should help each other.”
-
Local governments in Virginia have committed additional standby teams if the flooding worsens.
The governor’s office emphasized that the crews are fully trained, self-sufficient, and able to operate in the harshest disaster environments — protecting both Texan civilians and Virginia personnel alike.
