BELMONT COUNTY, OHIO – A joint operation between the Belmont County Sheriff’s Office and the U.S. Marshals Service led to the arrest of three individuals Friday after two fugitives were found hiding in an attic during a warrant search in Neffs, Ohio.
Officials say the Criminal Interdiction Unit with the Belmont County Sheriff’s Office assisted federal marshals from the Northern District of West Virginia in executing a warrant at a home on School Street on October 24, 2025.
Fugitives Discovered Hidden in Attic Insulation
According to investigators, officers located John Webster Huggins Jr., 47, of Bellaire, Ohio, and Kaylee Ann Jones, 22, of Wheeling, West Virginia, hiding inside the home’s attic insulation. Both fugitives were wanted on outstanding warrants and now face additional charges.
Authorities say the pair were also charged with possession of drugs, having weapons under disability, and obstructing justice following their arrest.
Third Suspect Arrested at the Scene
During the operation, deputies also arrested Rayne Nichelle McGuire, 38, of Neffs, who was inside the residence. McGuire was charged with possession of methamphetamine, having weapons under disability, and obstructing justice.
All three suspects were transported to the Belmont County Jail following their arrests.
Sheriff Commends Teamwork Between Agencies
Belmont County Sheriff James Zusack praised the coordination between his deputies and the U.S. Marshals Service, noting that multi-agency partnerships have been instrumental in tackling crime across the region.
“The teamwork between local law enforcement and federal agents continues to strengthen public safety in Belmont County,” Zusack said. “Operations like this show what can be accomplished when agencies work together toward a common goal.”
Ongoing Focus on Warrant Operations
Officials said the search was part of an ongoing effort targeting fugitives with active warrants and those involved in drug-related and violent crimes. The sheriff’s office noted that similar operations will continue across county lines in coordination with federal partners.
Authorities have not released further details about the underlying warrants for Huggins and Jones, but both remain in custody pending court appearances.
