Kinston Man Surrenders After Deadly Manning Street Shooting; Faces First-Degree Murder Charge

KINSTON, NORTH CAROLINA – A tense neighborhood argument turned deadly Tuesday morning when a Kinston man fatally shot another man on Manning Street, then turned himself in less than an hour later, according to police.

Investigators with the Kinston Police Department said the suspect, identified as Rawl, and the victim, Harper, were acquaintances who got into a heated dispute before the gunfire erupted on the city’s south side.

When officers arrived, they found Harper fatally wounded at the scene. Police said Rawl voluntarily surrendered at the station about 45 minutes later, ending a brief but urgent manhunt.

Stolen Gun Traced Back to Rocky Mount

Detectives said the weapon used in the shooting was a stolen firearm traced to Rocky Mount, and Rawl now faces charges of first-degree murder and possession of a stolen firearm.

Police Praise Community’s Quick Response

Police Chief Timothy Goyette thanked residents for quickly reporting details that helped officers respond and secure the area.

“People want to live in a safe community,” Goyette said. “If they see something, they want to say something — and I appreciate that very much. Let’s try to stop crime before it takes place.”

Ongoing Investigation

Authorities say the investigation remains active, and detectives continue to gather witness statements and forensic evidence from the scene.

Officials haven’t released additional details about what led to the argument, but police believe the shooting was an isolated incident.
