HALLOCK, MINNESOTA – The National Weather Service in Grand Forks has issued a Flood Watch for communities near the Two Rivers River in Kittson County, warning that the river could reach flood stage by Thursday afternoon due to rising water levels.
As of Wednesday morning, the river level stood at 799.1 feet, just below the minor flood stage threshold of 802 feet. Forecasters say that with continued runoff and recent precipitation, the river is likely to reach or exceed flood stage by late Thursday, continuing through early next week.
“We’re encouraging residents in low-lying areas to prepare now and stay alert,” said a Weather Service spokesperson. “If river levels continue to rise, localized flooding may occur near the Hallock Dam and Gilbert Park area.”
Potential Flooding Impact Zones
According to the Weather Service, once the river surpasses 802 feet, water could begin spilling into surrounding lowlands, prompting closures and mitigation efforts.
At that level, the Hallock Dam’s spillway will be closed to the public, and local emergency crews will start monitoring culverts and drainage valves for potential blockages.
If the river rises to 804.5 feet, forecasters say water could back up along Reach 2 Dike and Cemetery Road near 6th Street South, potentially cutting access to some residential roads and farmland.

- Move vehicles, equipment, and valuables to higher ground.
- Avoid walking or driving through flooded areas.
