South Carolina Woman, 73, Charged with Exploiting Vulnerable Adult at Assisted Living Facility
SPARTANBURG COUNTY, S.C. — A 73-year-old Union woman has been arrested after investigators say she stole tens of thousands of dollars from a resident at a Spartanburg County assisted living facility.
Exploitation of Vulnerable Adult
According to the South Carolina Attorney General’s Office, Carla H. Finley was taken into custody Friday following an investigation by the Vulnerable Adults and Medicaid Provider Fraud Unit.
Officials allege that between June 22 and August 29, 2024, Finley misused or accessed without authorization funds, assets, or a Power of Attorney belonging to a vulnerable adult for personal gain.
Over $54,000 in Unauthorized Transactions
Investigators said Finley converted the victim’s resources for her own use, obtaining $54,817.85 through unauthorized transactions during the period.
The victim was identified as a resident at Wesley Court Assisted Living Community in Boiling Springs.
Charges and Booking
Finley has been charged with:
- Exploitation of a vulnerable adult
- Breach of trust with fraudulent intent, value $10,000 or more
She was booked into the Spartanburg County Detention Center.

Authorities emphasized that exploitation cases highlight the need for families to monitor financial and legal documents for elderly or vulnerable relatives in assisted living facilities. The Attorney General’s Office said it remains committed to prosecuting individuals who take advantage of residents under professional care.
