When Kelly approached the homeowner, reportedly nicknamed Joe, she asked him directly, “Are you a cop?” The man, standing calmly in his front yard, appeared unbothered by her criticism. “We’re just having fun with it,” Joe later said in an interview, insisting the decorations were his right to free expression.
