Georgia’s HOV Lane Rules Changing for Alternative Fuel Vehicles This Fall

ATLANTA, Ga. — Georgia drivers of electric and alternative fuel vehicles will soon lose a major perk: the ability to use High Occupancy Vehicle (HOV) lanes when driving alone. According to the Georgia Department of Transportation, a long-standing federal exemption allowing single-occupant alternative fuel vehicles in HOV lanes will expire at 11:59 p.m. on Sept. 29, 2025.

What’s Changing

Currently, vehicles with state-issued alternative fuel license plates — including battery-powered electric cars — can use HOV and High Occupancy Toll (HOT) lanes in Georgia without meeting the usual minimum occupancy of two people.

Starting Sept. 30, 2025, these vehicles will have to follow the same rules as all other passenger cars. That means at least two occupants are required to use HOV lanes legally. The change applies to all HOV lanes statewide, including the I-85 Express Lanes and the Northwest Corridor Express Lanes.

Impact on Commuters

For many drivers, HOV and HOT lanes have been a valuable way to bypass traffic during rush hour. Ending the exemption will likely reduce congestion in these lanes, but could also increase traffic in regular travel lanes.

The State Road and Tollway Authority advises affected drivers to visit PeachPass.com/AFV-Certification or call 1-855-PCH-PASS for detailed guidance.

Why the Change Matters

Federal incentives for electric and alternative fuel vehicles have been tied to certain transportation privileges, including HOV lane access. With this change, Georgia is aligning with updated federal regulations that remove the exemption.

The shift could influence commuting habits for thousands of electric vehicle owners and may encourage more carpooling to retain HOV lane access.
