South Carolina Man Faces 78 Charges After Dozens of Dogs Found in Poor Conditions

CONWAY, S.C. — A Conway man is facing nearly 80 criminal charges after authorities seized dozens of dogs kept in what officers described as poor and neglectful conditions.

According to Horry County Police, Herbert Dozier was arrested Thursday after investigators, acting on a tip from the South Carolina Department of Natural Resources, discovered 39 dogs tied to trees or confined in inadequate kennels on property along Merritt Drive.

39 Dogs Taken Into Custody

Officials confirmed that the animals were immediately removed from the property and transported to the Horry County Animal Care Center for medical assessment and treatment. The seized dogs are not yet available for adoption, fostering, or rescue while they undergo evaluations.

Authorities said the case represents one of the largest recent seizures of neglected animals in Horry County.

Felony and Misdemeanor Charges

Dozier now faces 78 total charges, including 39 felony counts of ill-treatment of animals. The charges reflect the number of dogs removed from the property and the conditions in which they were found.

Police have not released details on whether further charges may be filed as the investigation continues.

Community Urged to Stay Alert

Law enforcement credited a community tip for initiating the investigation and encouraged residents to continue reporting suspected cases of neglect. Authorities stressed that early reports are vital to preventing further harm to animals.

Residents who witness suspicious animal-related activity in Horry County are urged to contact local law enforcement or animal services.
