10 People Arrested in Creedmoor Police and ALE Joint Drug Investigation
CREEDMOOR, NORTH CAROLINA — Ten people have been arrested following a large-scale undercover drug investigation conducted jointly by the Creedmoor Police Department and the North Carolina Alcohol Law Enforcement (ALE) division, officials announced early Friday.
Undercover Operation Leads to Major Seizures
Authorities said the operation began after community complaints about suspected drug activity at City Tavern in Creedmoor. The investigation culminated in a search warrant executed Wednesday on Park Avenue, just south of East Wilton Road.
During the raid, investigators seized more than half a kilogram of crack cocaine, three firearms (including one stolen gun), two vehicles, and approximately $7,000 in cash.
Creedmoor Police Chief Troy Wheless praised the collaboration between agencies, saying the operation was key to addressing local drug concerns.
“An investigation of this magnitude would not be possible without the assistance of our partners at ALE,” Wheless said. “Together, we will continue working to make Creedmoor a safer community and keep drugs away from our daycares, schools, and streets.”

ALE Director Bryan House also thanked the public for playing a role in the investigation, emphasizing how community involvement often sparks major breakthroughs.

The following individuals were taken into custody on a range of felony and misdemeanor charges:
- Tracey Lee Cozart, 51, of Creedmoor — 40 felonies
- Paul Lamont Bullock, 51, of Stem — 21 felonies and 3 misdemeanors
- Christopher Ragland, 47, of Creedmoor — 23 felonies and 1 misdemeanor
- Fisher Scott Ford, 27, of Creedmoor — 2 felonies
- Savanna Tomeka Dunston, 42, of Creedmoor — 2 felonies
- Megan Whitney West, 32, of Raleigh — 4 felonies
- Steven Duane Shipley II, 45, of Creedmoor — 1 felony
- Kenneth Lee Schwartz, 40, of Franklinton — 5 felonies and 2 misdemeanors
- Sierra Mystique Cox, 28, of Creedmoor — 2 misdemeanors
- Phillip Blaine Clark, 34, of Raleigh — 1 misdemeanor
Authorities also confirmed two suspects remain at large:
- Travis Johnson, 23, of Timberlake — wanted on 6 felonies
- Marcus Lockett, 52, of Creedmoor — wanted on 1 felony
Investigation Continues
Officials said the case is ongoing, and more arrests could follow as new information comes to light. The seized evidence is expected to be presented in upcoming court proceedings.
